Xàkújàà LeeRoy Meguinis, known by his traditional name, Four Bears – Diich’i Ninaghaka, was born in Calgary, Alberta and is a long serving citizen of Tsuut’ina Nation. Raised in the Old Agency area in Tsuut’ina, an area rich with Tsuut’ina history and the stories of the people, LeeRoy grew up immersed in the teachings, relationships, and lived experiences of his Nation. His family bloodlines trace back to Xakiji Chiila, shaping his leadership approach rooted in ancestral teachings, cultural responsibility, and lifelong service to his people.
Inspired by his grandfather Jim Simeon and his great-grandfather Xakiji Joe Big Plume, LeeRoy chose the path of leadership at a young age, guided by the values of respect, humility, and commitment to the Nation. He first entered Council at the age of 30, serving eight years before returning to leadership from 2016 to 2019. He continues to serve the Nation today with gratitude, acknowledging the trust and confidence placed in him by Tsuut’ina citizens.
Beyond governance, LeeRoy has dedicated much of his life to the Nation’s well-being. He is in his 35th year of coaching hockey for the Nation, helping young athletes pursue their dreams while learning discipline, teamwork, and perseverance. He also continues to support citizens through healing and addictions work, offering guidance with by compassion, lived experience, and cultural understanding.
Family is central to his life and leadership. As a proud grandfather, LeeRoy treasures time spent teaching his grandchildren, passing on values of kindness, respect, and cultural pride. These teachings extend beyond his family and throughout the Tsuut’ina Nation, where he consistently emphasizes unity, transparency, and accountability.
During this term, Xàkújàà LeeRoy’s focus is on strengthening communication with citizens, fostering meaningful engagement, and advancing greater unity across the Nation. He believes that leadership is rooted in kindness and mutual respect and leads with the understanding that progress is strongest when people support one another. His guiding message remains simple yet powerful:
